Serving not-for-profit and public institutional health care providers,
including primary care clinics, federally qualified health centers, rural health clinics, adult day health centers, and public hospitals and health systems to resolve licensing and certification, provider enrollment, contracting and business transactions, managed care, Medicare and Medicaid reimbursement, and staffing issues to achieve regulatory compliance.
Elizabeth C. Saviano is the principal attorney with the Law Offices of Elizabeth C. Saviano, a health law and policy firm. She obtained her J.D. degree from the University of San Francisco, School of Law in 1995 and was admitted to the California bar that same year. She has practiced as an senior associate with the health law firm of Hooper, Lundy & Bookman, Inc., and as an association in the health law department of Hanson, Bridgett, Marcus, Vlahos & Rudy, LLP in San Francisco. As an appointee of Governor Gray Davis, Ms. Saviano served as Chief of the California Department of Health Services, Office of Women’s Health from May 2001-2003. She was a member of the Department’s executive staff and worked on a variety of women’ health and health workforce development policy and legislative issues. From 1995-97, Ms. Saviano served as the Health Policy Director and interim Director of the California Primary Care Association, a statewide trade association for licensed primary care clinics. She has served as legal counsel to this organization since 1998.
Ms. Saviano is also a licensed registered nurse and was nationally certified as a Women's Health Nurse Practitioner. She received her B.S.N. in 1977 from the University of Michigan, School of Nursing and her M.S.N. from the University of California, San Francisco, School of Nursing in 1982.
